Police charged a 30-year-old Richmond Hill Rd. man with disorderly conduct after a neighbor said he exposed himself by a window of his home. A 19-year-old woman told police that her 30-year-old neighbor had exposed himself near a window of his home as she was walking by, New Canaan police said.
