A surge of identity thefts in New Canaan represents the shifting nature of crime in the town, New Canaan Police Chief Leon Krolikowski said Friday at an informal lunch with his command staff and members of the community. It is a shift, Krolikowski said, that sometimes requires regional and national cooperation with the Federal Bureau of Investigation .
