James S. Langseder, 23, of 1587 Oenoke Ridge, charged Aug. 26 with operating under the influence of alcohol and/or drugs, defective marker lights and failure to carry a license. An officer doing selective enforcement on Cherry Street near South Avenue observed a car traveling east on Cherry Street with his marker lights out, according to police.
