A 38-year-old Norwalk man was charged with failure to respond to an infraction on Nov. 20 and turned himself in to New Canaan police on Dec. 22, police said. New Canaan police said that on Aug. 25, the man was charged with driving at an unreasonable speed, operating without a driver's license and driving without insurance.
