Preston L. Goddard , 57, of 8 Stephen Mather Road, Norwalk, was arrested March 1 on a charge of failure to appear in court. A warrant for his arrest was issued after he didn't appear in court Feb. 3 to respond to an unpaid speeding ticket issued July 23, 2013, according to the New Canaan report.
